MODERN APPROACHES TO FORMING GOALS AND STRATEGIES OF ACTIVITIES OF PENITENTIARY INSTITUTIONS

Summary

The article examines the process of forming goals and strategies of penitentiary institutions as an important element of effective management of the penal system. The goals and peculiarities of the transformation of penitentiary institutions at different stages of development (punitive and repressive, correctional, institutionalisation of correctional work and humanitarian) are defined. The author assesses the external and internal factors of the environment of functioning of penitentiary institutions (regulatory, socio-economic, psychological, technological, demographic and criminological, international cooperation and exchange of experience) and identifies the main tasks of the strategy. A description of innovative foreign practices and the possibilities of their implementation in Ukrainian penitentiary institutions is provided. It is established that the possibilities of applying foreign practices will ensure the integration of innovative approaches to resocialisation and humanisation of prison conditions based on the use of modern technologies, the latest methods of psychological support and individualisation of correctional programmes, in particular: psychological innovations in work with convicts, individual resocialisation programmes, innovations in employment and economic adaptation. The author identifies key aspects of strategic management, including resource optimisation, increasing the level of security, improving the conditions of detention and resocialisation of prisoners. It is substantiated that the goals and strategy of penitentiary institutions increase their social and economic efficiency, promote human rights, increase security and reduce the rate of post-penitentiary recidivism. The author emphasises the importance of developing long-term strategies to improve the efficiency of the penitentiary system and reduce recidivism.
